WorkShare/Short Term Compensation 

The recent passage of the CARES Act last Friday contained several general provisions applicable to State Unemployment Insurance. This message is specific to Section 2108 in the CARES Act offering full relief of charges on benefits paid through Work Share/Short Term Compensation Plans and the process to assist in whether or not they are an effective options for employers.

 

Workshare programs let businesses temporarily reduce the hours of their employees instead of laying them off during economic downturns. Technically referred to as short time compensation, the goal of worksharing programs is to keep the employee attached to your workforce while still receiving unemployment assistance. Workshare programs can potentially benefit both businesses and workers. Businesses retain their trained workforce for easy recall to full-time work when economic conditions improve. Workers keep their jobs instead of being laid off and collect reduced unemployment benefits to partially replace their lost wages.

 

It is important to note that not all states have workplace provisions in place. The particulars of plans will vary in structure by state (see bottom of announcement). We recommend that you reach out to your First Nonprofit staff contact if any of the following apply to your organization.

 

  1. Your organization is considering a temporary furlough/layoff of staff in the next 4 weeks
  2. Your organization has already furloughed or laid off staff due to the impact of COVID-19 or related issues/event to COVID-19
  3. Your organization has already implemented Work Share/Short Term Compensation Plan
